One of the worst solar quotes I have seen started with a very large array and two batteries. When the customer said the price was too high, the salesperson simply removed one battery.
That made the quote cheaper, but it also broke the logic of the system. Under NEM 3.0, the oversized array would now dump huge amounts of daytime power to the grid for almost no value.
Lowering price by shrinking the battery instead of redesigning the project is not value engineering. It is just moving the loss to the homeowner.
